Summary
Navy’s Code of Conduct/Survival, Evasion, Resistance, and Escape/Personnel Recovery (COC/SERE) Training Program instructional support services required by the Center for Security Forces (CENSECFOR). This training shall be conducted for Department of the Navy personnel at CENSECFOR Detachments located in Kittery/Rangeley, ME. This training shall be conducted for Department of the Navy personnel, and encompasses course scope, learning objectives, and Navy instructions. The contractor will support the CENSECFOR in the performance of instructional/training duties at these detachments by providing instructor personnel who possess the requisite qualifications, expertise, and skills to deliver the respective course of instruction.
Knowledge, Skills, and Abilities
Possess high personal standards of technical knowledge and professional competence in delivering training material.
Possess the ability to perform in a military environment.
Possess a familiarity with the organization and hierarchy of the U. S. Navy, military rank/ grade structure
Possess a knowledge of Navy and military terminology, and shipboard/installation environments and configurations
Possess a knowledge of basic and advanced training techniques, and of computer technology applications as they apply to instructional delivery
Have knowledge of DoD procedures for the handling of classified material, DoD SERE and Personnel Recovery publications supporting Code of Conduct training, and the capability to access those publications.
Required Qualifications
All instructors shall possess one of the following qualifications:
U.S Citizen
Secret Clearance
Have attended the Navy Instructor Training Course (NITC) (A-012-0077) (or military service equivalent)
Academic credentialing (teacher/professor), or
Instructor training via an academic institution. Academic ITC requirements should contain at a minimum, these Learning Objectives:
Effective communication and questioning techniques
Adult learning theory and principles
Instructional Delivery methods
Lesson delivery performance laboratory
Training environment management
Inter-personal skills
Evaluation and Feedback
all COC/SERE instructors must have graduated from one of the Level “C” Code of Conduct courses of instruction
Direct experience as a current or previously qualified DoD SERE Instructor at a Joint Personnel Recovery Agency (JPRA) certified Level “C” Code of Conduct School as listed
