Overview

Na Ali'i is looking for a Contract & Procurement Analyst. This role is an ideal opportunity for someone who enjoys all stages of the contract lifecycle. This position presents an exciting opportunity to support implementation of new systems in an organization where teams and individuals are receptive to change and eager to collaborate.

Responsibilities

    Pre-award functions such as market research, solicitation review, proposal prep, teaming agreements, and subcontract solicitations
  • Contract administration, such as contract kick-off, monitoring compliance, reporting requirements, resolving contractual issues as they arise, and negotiating agreements and processing procurements made under the contracts
  • Contract closeouts and subcontract closeouts
  • Issuing Request for Quote/Request for Proposals to vendors/ Subcontractors
  • Assist with proposals (reviewing solicitation clauses and requirements, compliance, screening Organizational Conflict of Interest)
  • Agreement negotiation (contract, subcontract, supplier) and documenting the negotiation
  • Maintaining complete Contract records and documentation
  • Maintaining complete Procurement records in accordance with DFARS Business Systems criteria for a compliant Purchasing System (i.e., Contractor Purchasing System Review (CPSR))
  • Maintaining contract/ subcontract data to support routine reporting requirements, such as Small Business Subcontract Plan reporting, Service contract, Federal Funding Accountability and Transparency Act (FFATA), etc.
Qualifications

Skills/Qualifications: Aside from experience in any or all of the job duty areas, candidates should have demonstrated strong written and verbal communications skills, be highly organized themselves as well as organized in team efforts, and must possess ability to prioritize and effectively communicate priorities. Candidate should also be proficient to advanced user in MS Excel. Must a U.S. citizen.

Education and Experience: Bachelor's degree or Associates with 2 additional years of Federal contract or procurement experience.

Required:

  • 4+ years experience in DoD or Federal Contracts Administration.
  • Understanding of Federal Acquisition Regulation and familiarity with agency supplements.
  • Exposure to multiple contract types.
  • Familiarity with GSA Schedule and GWAC.
  • Familiar with use of Gov contracting websites such as sam.gov, SBA, CPARS, FPDS, FSRS, etc.

Desired:

  • CostPoint experience is a plus, especially CostPoint CMS.
  • Experience with Cost Plus Fixed Fee (CPFF) contracts.
  • Subcontracts experience.
  • Contractor Purchasing System Review (CPSR) knowledgeable.
  • Contract/Subcontract closeout.
  • Professional Certification(s) (e.g., CCCM, CPCM, CFCM, CCMA, PMP).
  • (Legal study/law degree would be a plus)

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds
  • Ability to use stairs without assistance
  • Ability to perform repetitive motions with the hands, wrists, and fingers
  • Ability to engage in and follow audible communications in emergency situations
  • Ability to sit for prolonged periods at a desk and working on a computer

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $75,000.00 to $90,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
